Utility 2030 Leadership Collaborative (U2030) Welcomes Joseph Ramallo of Los Angeles Department of Water and Power (LADWP) to the Executive Leadership Council

The Utility 2030 Leadership Collaborative (U2030) is pleased to announce that Joseph Ramallo, Assistant General Manager and Chief Customer Officer for the Los Angeles Department of Water and Power (LADWP), has joined the organization’s Executive Leadership Council.


Joseph brings decades of experience in public service, utility leadership, customer engagement, and community-centered strategy. At LADWP—the largest municipal utility in the United States—he has led transformative work across customer service modernization, communications, program development, and cross-agency collaboration. His leadership has been instrumental in strengthening trust, enhancing digital customer experience, and expanding equitable access to essential utility programs for millions of Angelenos.
